Richard was appointed in 2014 as Interim Assistant Director of Property to lead the County into a shared services partnership with Surrey County Council (Orbis). Responsible for £30m p.a. capital investment programme and Agile Programme delivering technology and workplace change to the Council’s corporate estate. Led the implementation of an integrated asset management system and development of a property investment strategy to generate new income streams from surplus assets.
